Mangawhai has a patchwork of dog rules, and they change at the rocks, the boat ramp and the causeway. Here is each stretch of beach, harbour and village, with the rule written the way the council and DOC write it.

The short answer

Yes, on most of it. On the ocean beach, dogs must be on a lead from Mangawhai Heads Reserve to the first set of rocks, and can run off-lead north of those rocks. Dogs are banned at all times on the sandspit (the Mangawhai Wildlife Refuge), on the Mangawhai Cliffs Walkway and on Te Arai beaches, and parts of the harbour such as Picnic Bay and the estuary beach are on-lead only between 10am and 5pm.

Who makes the rules

Three councils and DOC share the coast around Mangawhai. Kaipara District Council covers Mangawhai Heads, the harbour and the village. Its rules sit in the Policy on Dogs 2019, which the Dog Management Bylaw 2019 makes enforceable. Both were still the documents listed on the council's bylaws page on 5 October 2026.

North of Mangawhai, Langs Beach and Waipu are in Whangarei District, which runs its own Dog Management Policy 2024. South of Mangawhai, Te Arai Regional Park belongs to Auckland Council. DOC sets its own rules on conservation land, and those win over the council's. Kaipara's policy says council restrictions "do not apply on public conservation land where DOC has imposed their own restrictions".

The default in Kaipara is off-lead

Kaipara's starting point is generous. The policy says: "By default, all public places within the district (including beaches and roads) are off-leash areas unless identified as an on-leash area or a dog prohibited area." Off-lead still means under control. The bylaw defines that as your dog responding to your voice.

The catch is that the busiest parts of Mangawhai are exceptions. Urban streets and footpaths are on-lead everywhere, and most of the harbour edge is on-lead too. The council also says you must always carry a leash with you, even in off-lead areas.

The 10am to 5pm harbour rule

Four stretches of the Mangawhai harbour have a time-of-day rule: Picnic Bay, the estuary beach from the Alamar Crescent boat ramp to Bullet Point, the Lincoln Street reserve beach, and the village beach from Pearson Street to Kainui Street Reserve. On each one, the policy says: "On-leash between 10am and 5pm. Off-leash outside these hours."

The Kaipara rule has no season attached. It applies every day of the year, not only in summer. That makes these the spots for an early or evening off-lead run on the harbour side. See the Policy on Dogs 2019 for the exact boundaries.

The ocean beach: lead first, then off-lead past the rocks

From the Mangawhai Heads Reserve car park, dogs must be on a lead along the surf beach "as far as the first set of rocks on the Mangawhai Surf Beach". North of those rocks, the council lists the surf beach as a recommended off-leash area. Walk your dog on the lead past the patrolled end, then let it run.

If you carry on north, keep the dog on the sand. DOC's Mangawhai Cliffs Walkway climbs off the beach about 20 minutes from the car park, and DOC's rule for the track is plain: "No dogs."

The sandspit is off limits, and why

The Mangawhai sandspit is a no-dog zone at all times. Kaipara prohibits dogs on the "Mangawhai Sand Spit Beach down to Mean Low Water Springs", and the Mangawhai Wildlife Refuge is listed as a DOC "Controlled No Access" area, which the policy says are "prohibited to dogs at all times".

The reason is tara iti, the New Zealand fairy tern. DOC calls it the rarest breeding bird in Aotearoa, and Mangawhai is one of only four regular breeding sites. DOC's March 2026 census found nearly 50 birds more than a year old and 11 breeding pairs in the wild. DOC lists dog walking among the beach activities that "disturb the birds and scare them away from their nests", and says one of the problems in the 2026 season was "members of the public and dogs entering protected areas".

DOC's own advice for the breeding season is short: "keep dogs on leads and out of reserves" (DOC, February 2025).

Heading south to Te Arai

Te Arai is just over the boundary in Auckland, and the rules are much stricter. At Te Ārai Regional Park, dogs are prohibited at all times on Te Ārai Beach North and South (Forestry Beach), Eyres Point, the dunes, tracks, campgrounds, roads and car parks. Auckland Council adds: "This includes dogs in vehicles." These areas sit within DOC controlled dog areas.

The one exception is an inland dog area, on a lead at all times, reached only along Western Boundary Road (Forestry Road). Auckland Council also says to follow the website rules "even if the information on park signs does not match".

Heading north to Langs Beach and Waipu

Whangarei District has a summer rule that Kaipara does not. Its Dogs on beaches page puts it this way: "Between 20 December and 31 January, dogs are only allowed on most beaches before 9:00am or after 5:00pm." Outside that window, dogs can be off-lead and under control on beaches that have no other rule. Langs Beach and Waipu Cove are both on that default rule.

Some nearby spots are dog-free all year. The Dog Management Policy 2024 bans dogs from Tip Road south to the Waipu River mouth, and from the river mouth south to the access track at the north end of the Waipu Cove campground. Langs Beach Scenic Reserve and the Waipu wildlife refuge reserve are DOC no-access dog areas. For a year-round off-lead beach, Whangarei lists Uretiti, from the south edge of the DOC campground to Tip Road.

Other Kaipara rules worth knowing

A few rules apply everywhere in Kaipara, including Mangawhai:

  • Dogs are prohibited "within 10 metres of all public playgrounds" unless there is an approved fence.
  • Dogs must be on a lead in all council cemeteries.
  • You must pick up after your dog "immediately" in public places, under the Dog Management Bylaw 2019.
  • From "half an hour after sunset until half an hour before sunrise", dogs must be tied up or confined unless on a lead or "under continuous control". Evening beach walks are fine if your dog stays with you.

The council says breaches of the rules may result in fines from $100-$300.

Check the map before you go

Kaipara keeps an online Where can I walk my dog? map that colours each area green (off-lead), yellow (on-lead) or red (prohibited). Whangarei has its own dog access rules map. Signs on the beach can be older than the rules, so if a sign and the council website disagree, go with the council.

Questions people ask

Can I take my dog on Mangawhai beach?
Yes. On the ocean beach at Mangawhai Heads, dogs must be on a lead from the Heads Reserve to the first set of rocks, then can be off-lead and under control north of the rocks. Dogs are never allowed on the sandspit (the Mangawhai Wildlife Refuge).
Are dogs allowed off-lead at Mangawhai Heads?
Not at the main surf beach by the car park. That stretch is on-lead all day, all year. Off-lead is allowed on the surf beach north of the first set of rocks, and at Picnic Bay before 10am and after 5pm.
Can I walk my dog on the Mangawhai Cliffs Walkway?

Is there a summer dog ban at Mangawhai?
Kaipara's rules for Mangawhai have no summer season. The 10am to 5pm on-lead rule at Picnic Bay, the estuary beach, Lincoln Street and Pearson Street applies all year. The summer rule (no dogs 9am to 5pm, 20 December to 31 January) belongs to Whangarei District, so it applies at Langs Beach and Waipu Cove.
Can I take my dog to Te Arai beach?
No. Auckland Council prohibits dogs at all times on Te Ārai Beach North and South, including dogs in vehicles. Dogs are only allowed on a lead in the park's inland dog area.

What happens if I break the rules?
Kaipara District Council says breaches "may result in fines from $100-$300". On DOC land, DOC says you may get an infringement fine or be prosecuted, and a dog found in a controlled dog area without a permit may be seized, impounded or destroyed.
